The Council requires multiple Service Providers to develop and deliver non-discriminatory learning programmes funded by the Adult Education Budget (AEB) from the Education Skills Funding Agency (ESFA), in accordance with the ESFA Funding Rules and regulations and Department for Education (DfE) guidance and policies.
