Welsh Government – along with HM Treasury – is the owner of the Better Business Cases (BBC) product which utilises the Five Case Model methodology – a standard recognised globally as best practice for developing public infrastructure spending proposals, e.g. roads, schools, hospitals. Increasingly, Welsh Government requires its stakeholders – internally and externally – to develop propositions using the methodology to secure funding for investment.
