The purpose of this DPS is to provide Independent Complaints Investigating Officers, Independent Persons, Independent Chairs of Review Panels and Review Panellists who will undertake, in line with statutory guidance for local authority children’s services representations and complaints procedures, a Stage 2 investigation or Stage 3 review panel.
